Hurry before tranq becomes commonly used. Cycle substance users into compulsory treatment and incarceration. At one point the act to use was criminal. Repeated use is the addiction. This addresses demand. idk how to approach the supply side. Are the same parties in the distribution trade? Is there a repeating network of ppl? Production locally or imported? Creating demand is ez....just give potential customers free samples or spite in less conspicuous food or less lethal drugs. Addiction is instant. Everyone kno someone or a family member suffering from substance abuse.
