This sounds like just basic HOA incompetence/poor leadership. There should always be a reserve, and if they need such a huge assessment, that's just a sign that the people running the HOA have not even remotely done their jobs running the board!

Demand to see the bank account-if they’re charging you, I’d think HOA crooks would have to show you. See where the $$$ have been going to. Never experienced it myself but know others here that have. Eff HOA’s.
