The city has transitioned the way it helps migrants, closing shelters and instead placing 800 people in the asylum program. New migrant arrivals will not be eligible for the six-month work program until some graduate, according to a presentation by city staff. The city intends to keep 500 people in the work program at a time, according to Tony Anderson, workforce development manager for the city.
