CHARLESTON COUNTY, S.C. (WCBD) – One person was detained and later arrested following an hours-long standoff in the Ravenel area Tuesday.

Deputies with the Charleston County Sheriff’s Office (CCSO) were dispatched to a domestic violence call off Highway 165 near Highway 17 shortly before 1:30 a.m.

A spokesperson for the sheriff’s office said a woman who was involved in the domestic disturbance was able to make it out of the home without serious injury around 6:30 a.m., but deputies believed that a male was still barricaded inside.

The woman, according to the sheriff’s office, said her boyfriend grabbed her neck and shoved her. She also told deputies that the suspect threatened to kill her, law enforcement, and himself.

“The woman was not seriously injured and declined transportation to a hospital,” officials said.

Crisis negotiators made several attempts to contact the man with no success.

Members of the SWAT team entered the home and searched the property shortly before 7:00 a.m. and did not find anyone. But they did recover a firearm, however.

“A short time later, CCSO received information that the suspect was in the nearby woods. CCSO’s helicopter responded to participate in the search, but the man soon walked out of the woods and surrendered peacefully to deputies,” the sheriff’s office said.

Carl Lee Welch, 52, was arrested and booked at the Al Cannon Detention Center on a charge of first-degree domestic violence.

Highway 165 in the immediate area was shut down while law enforcement responded to the scene. The roadway reopened to traffic around 8:20 a.m.
