An Astoria man has been arrested on charges of attempted murder after an incident where he allegedly threw an IED in a warming shelter and then stabbed an employee.
Dwayne Blair, 58, was arrested by police after an altercation at the Astoria Warming Center on February 3.
Police say Blair threw an Improvised Explosive Device (IED) in the direction of a warming center employee, and it landed several feet in front of him and rolled to a stop at his feet. Blair then allegedly stabbed another employee.

The IED was described as a shotgun shell in a plastic container wrapped up in tape, with a sharp pointed end to apparently detonate it.
The employee the IED was thrown at picked it up and put it in a desk drawer, but was then pulled away to help deal with the stabbing.
A day later on February 4, a different employee with military experience examined the device and identified it as an IED. The employee dismantled it and put it back in the drawer.
Astoria Police recovered the IED on February 5.
Blair was found shortly after the incident of February 3 and arrested for Attempted Murder II, Attempted Assault I, and Unlawful Possession of a Destructive Device. He is currently being held in the Clatsop County Jail.
