‘A huge loss for the city’: Laurence Msall, longtime Illinois public servant, dead at 61

CHICAGO (WBBM NEWSRADIO) — Politicians and public servants are mourning the death of Laurence Msall, the head of the Civic Federation and budget expert who served in two Illinois administrations.

Before Laurence Msall took on bad budget and pension policies through editorials and public commentary as president of the non-partisan Civic Federation, he was an economic advisor to former Gov. George Ryan. He crafted economic policy for Governor Jim Thompson before that.

Former Mayor Rahm Emanuel wrote of Msall: “His passion for the future of our city was clear to anyone who knew him.”

Paula Wolff, who worked in Thompson’s administration with Msall, said he relieved pressure on Illinois pension funds by helping to create a two-tier system for state employees.

Msall could explain complex financial issues with ease and would criticize without being mean-spirited.

Former Chicago Chief Financial Officer Carole Brown called his death a huge loss for the city and told Crain’s that even though Msall criticized their scoop-and-toss pension tactics, they considered him a partner.

The 61-year-old died Feb. 4 surrounded by his family after surgery to replace a heart valve, the Civic Federation announced Saturday.

“Laurence’s contributions to the Civic Federation were immeasurable and his sudden passing comes as a devastating blow to members of the Civic Federation family,” the organization wrote in a statement.

Visitation will be Tuesday evening at Salerno’s Chapel in Galewood, and mass will be 10 a.m. on Wednesday at St. Giles Church in Oak Park.

In lieu of flowers, Msall’s family has requested donations be made to L’Arche Chicago, an organization that provides services for people with intellectual and developmental disabilities.
