Fortuna Police Conduct Grant Operation Resulting In One Adult Arrested for Furnishing Alcohol to a Minor

This operation was conducted as part of the Department of Alcoholic Beverage Control’s Minor Decoy / Shoulder Tap Grant Project. The project is funded by the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

On Monday January 30, 2023, the Fortuna Police Department with assistance from the Alcoholic Beverage Control conducted a Decoy Shoulder Tap Operation within the city limits of Fortuna. The operation was conducted to help reduce youth access to alcoholic beverages and make the community safer.

Under the program, a minor under the direct supervision of a peace officer will stand outside a liquor or convenience store and ask patrons to buy them alcohol. The minor indicates in some way he or she is underage and cannot purchase the alcohol. If the adults agree, and purchase alcohol for the minor, officers then arrest them, issuing them a citation for furnishing alcohol to the minor. The penalty for furnishing alcohol to a minor is a minimum $1000 fine and 24 hours of community service. The program is intended to reduce the availability of alcohol to minors.

As a result of the operation, 18 patrons were asked to purchase alcohol for the minor. Of the 18 patrons, only one of those patrons agreed and was arrested. Jason Fredrick Dean Matthys (Age 52) of Fortuna was arrested and released with a citation for violation of Business and Professions Code 25658(a) – Furnishing alcohol to a minor.

Although law and order makes for a civil society, and police have a difficult job at best, this is the sort of thing seems very wasteful of time and money. Maybe as a deterrent it might be a small point but really…

I love these kind of stings, I tells all the college kids, carrer could be ruined if caught selling to say, high school.

If it deter one high-school student to realize all drugs are a waste of time.

I used to go down to Jimmy Dunns On 2st with my friends and get one of the patrons at the bar to get us alcohol. Dunns had off sale and it only cost us a$1 or 2 more. Lived in WC so when home anyone would get us booze.

But who’s buying all the 13 year olds vape pens and cartridges every week. The jr high s hooks and high schools are filled with tobacco products with bought for children by adults or sold to children by adults.

That is so disturbing and never a thought of mine, however with the all else, the kids , well if the learn early, easy climb up, learn latter, way harder to keep head up.

People can be drugs too, kids/people need to learn to love everything about themselves, then adjust. Traits fromed from family makes family live on. No traits, family wrinkles.

My daughter has numerous friends with fake IDs. They are very willing to supply their friends with libations. The more the merrier.

And that proves what? One guy out of 18 would buy alcohol for a teen? How is this cost effective?

I do think buying alcohol for kids is dumb, but, is it worth a sting operation to prove an adult is stupid like that?

Yeah…maybe spend more time and effort on the speeders going past Redwood Prep Charter School. I am there daily to pick up a student, and I am amazed at how many drivers don’t seem to know they are supposed to go slow in a school zone.

I agree it’s a good cause, but it sounds like entrapment. Did the guy get arrested for agreeing? Was it a joke to him? What idiot buys booze for anybody without id? Now even 60 year olds are being carded for alcohol, you can’t even buy it unless they scan your id! Too much nanny state crap. Let the red coats take their utopia back to the U.K. and be run by real dictators! Besides, youth don’t drink and smoke cigarettes anymore anyway, they want the weed and illegal drugs they don’;t get id’ and carded for!

Just wondering how much this cost for several State employees from ABC. They probably traveled from Sacramento so we paid travel per diem etc. Cost of recruiting minor child chaperone etc.

This really feels like entrapment. Not good.
18 people said no, but one kind hearted person said yes.
If the decoy had never been put there, nothing of the sort might have happened.

Kind hearted? Who knows the whole story, maybe the person thought rubbing alcohol for the kids parent and they didn’t have money? Most people are walking around not knowing what they are even doing so if a random person asks you for help, usually you are nice. All I read is that the person “Agreed” to purchase. Sounded like the cops “creating” a crime! Maybe next time they should ask the targeted MARK if they are mentally competent before they stage a crime on them?

I was always too baby-faced to even try buying alcohol as a teen. But I had a friend with a beard. Back in the ’90s that was all you needed. Ahh, the good old days.

Old enough to be in the military and go to war…kill and die. Old enough to be a stripper and perform lap dances in the champagne room. But not adult enough to drink beer!!!
