It happened Monday outside of a convenience store in the 900 block of SW Bayshore Boulevard.
On Wednesday, authorities arrested 65-year-old Ernso Oge for neglect of a disabled adult.
Police said Oge stopped at a liquor store and left the van unlocked and running while he went into the store.
A short time later, 46-year-old John Peloquin, who was experiencing homelessness, stole the vehicle in an attempt to get back to New Hampshire.
Surveillance video below shows the moments the van was stolen.
After identifying him as the suspect, police contacted Peloquin via Facebook messenger where he admitted to the incident.
They met at Port Salerno and took him into custody.
