Tracy police release video where officer shot 17-year-old teen
MELANIE: THE CHIEF OF POLICE AND LEAD INVESTIGATORS ON THIS CASE MET WITH THE COMMUNITY TO REVEAL THAT VIDEO. IN THE INTEREST OF TRANSPARENCY, ANSWER ANY QUESTIONS THAT PEOPLE HAD. WE HAVE GONE THROUGH ALL OF THAT VIDEO AND WE ARE BRINGING MOST OF IT TO YOU TONIGHT. WE DO WANT TO WARN YOU, WE ARE SHOWING SOME GRAPHIC CONTENT THAT THEY BE DISTURBING. HOME SURVEILLANCE VIDEO RELEASED BY POLICE SHOWING A CHAOTIC , SCENE UNFOLDING IN A TRACY NEIGHBORHOOD LAST FRIDAY. POLICE SAY THIS IS THE FIGHT BETWEEN FAMILY MEMBERS THAT ULTIMATELY LED TO 911 BEING CALLED, AN OFFICER ARRIVING ON THAT BLOCK, AND A 17-YEAR-OLD BEING SHOT BY THAT OFFICER, AS SEEN ON JUST-RELEASED BODY CAMERA VIDEO. TRACY’S POLICE CHIEF SEKOU MILLINGTON, OUTLINING MOMENT-BY-MOMENT, THE VIDEO RELEASED PUBLICLY. AND THE 911 CALL DISPATCHERS RECEIVED FROM A NEIGHBOR, ALERTING THEM ABOUT A PERSON CHASING ANOTHER PERSON WITH A KNIFE. IT TURNS OUT THE TWO MAIN PEOPLE INVOLVED WERE BROTHERS. WHEN THE FIRST OFFICER, CARLOS RAMIREZ, A 28-YEAR VETERAN OFFICER, ARRIVED, WE SEE HIM MEET UP WITH THE OLDER BROTHER. AND SPLIT SECONDS LATER, HIS YOUNGER BROTHER PULLS UP ON A BICYCLE WITH A KNIFE IN HAND. OFFICER RAMIREZ HEARD MAKING A DEMAND TO "PUT DOWN THE KNIFE", FIVE TIMES. POLICE SAY THE 17-YEAR-OLD DID NOT COMPLY. THAT’S WHEN TWO SHOTS ARE FIRED, HITTING THE TEEN IN THE ARM AND THE ABDOMEN, AS OTHER OFFICERS AND PARAMEDICS ARRIVED. POLICE BEGAN GIVING MEDICAL AID TO THE 17-YEAR-OLD -- APPLYING A TOURNIQUET TO HIS ARM AND PUTTING PRESSURE ON HIS STOMACH WOUND. POLICE SAYING THAT ALTHOUGH THERE’S NO HISTORY OF CALLS OUT TO THIS ADDRESS, THE MOMENTS OF CONFLICT THEY SAY UNFOLDED ON THIS DOORBELL CAMERA -- WHERE THE 17-YEAR-OLD IS SEEN SWIPING THE KNIFE AT HIS FATHER AS HIS OLDER BROTHER TRIES TO INTERVENE, THEN RUNNING TOWARD HIS MOTHER AND PUSHING HER DOWN, AND PUNCHING HIS SISTER -- ARE ALL STILL UNDER INVESTIGATION AS THEY TRY TO FIGURE OUT WHAT LED TO THE FIGHT IN THE FIRST PLACE. MISS INFORMATION AND NONFACTUAL EVENTS WITHOUT. WE WANT TO MAKE SURE THAT THIS STORY THAT IS RECORDED AND CAPTURED IS THE ACTUAL EVENTS THAT OCCURRED. MELANIE: THAT 17-YEAR-OLD HASN’T BEEN CHARGED WITH ANYTHING. HE IS STILL IN THE HOSPITAL. INVESTIGATORS THEY THAT HE COULD BE FACING ASSAULT WITH A DEADLY WEAPON CHARGES. THE POLICE CHIEF SAYS THE OFFICER INVOLVED APPEARS TO HAVE FOLLOWED POLICY, PROTOCOL, PROCEDURE. HE IS ON LEAVE AT THE MOMENT WHILE INVESTIGATORS KIND OF STILL PROCESS ALL THAT HAPPENED. MEANWHILE, THE DEPARTMENT SAYS IT MET TODAY WITH TWO ORGANIZATIONS. THIS FAMILY WAS FROM AFGHANISTAN, SO THE POLICE DEPARTMENT MET WITH THE TRACY ISLAMIC ASSOCIATION AND THE COUNCIL ON AMERICAN AND ISLAMIC RELATIONS TO TALK ABOUT THE INCIDENT. THEY WANTED TO BE TRANSPARENT ABOUT WHAT HAPPENED AND REMAIN PARTNERS WITH THOSE ORGANIZATIONS IN THE COMMUNITY WHILE THE INVESTIGATION CONTINUES. REPORTING LIVE IN TRACY, MELANIE WINGO, KCRA3 NEWS.

Days after a 17-year-old was hospitalized after he was shot by officers, the Tracy Police Department in San Joaquin County released body-worn camera footage of the shooting and the moments leading up to it. Police said the teen was armed with a knife and chasing after a person who officials later learned to be his brother on Jan. 27, prompting several 911 calls by onlookers. The teen with the knife was ultimately shot twice by a 28-year-old veteran with the department.The teen has serious injuries, police said.At a press conference on Tuesday, members of the police department openly reviewed the body cam footage with members of the media.Below are descriptions of events in the video:About 30 seconds into the video provided by the Tracy Police Department, an officer can be seen exiting his video at 1:56 p.m. and asking the teen's brother to have a seat. The brother then points to the teen, who approached them on a bicycle holding a knife.The officer asked the teen on the bike to put down the knife five times — that teen did not and kept getting closer — before the officer fired his gun twice. The teen can be heard screaming before he fell to the ground. Blood was visible on his shirt.The initial call for police came in at 1:47 p.m. The shooting happened near Silvertail Place and Foxtail Way.Audio of one of the 911 calls was also released. The caller described to dispatchers that they saw somebody chasing another person with a knife. Surveillance video before the shooting showed some type of struggle between two teens.Sekou Millington, the Tracy Police Chief, said shortly after the shooting, a woman believed to be the teen's mother arrived with another man and a child. The woman picked up the knife the teen held and dropped it immediately when the officer told her to drop it.The family can be heard screaming and examining the teen's wounds. The officer can be heard telling the group to get away.Millington said more officers were called to the shooting scene after the officer who fired the gun confirmed there were multiple family members present.An officer can be seen applying a tourniquet to the teen's arm where he was shot.
