Roll call showed the following members present for the meeting on this date at 6:30 p.m. Larger, Wuebker, Burnell, Elshoff, Condon and Lomakin. Also, present were Mayor Parker, Fiscal Officer Speelman, Solicitor This, Village Administrator Richter and Chief Skinner.
Visitors attending were Erin Gardner from The Daily Standard.
Minutes from the December 21, 2022 regular meeting were approved. Motion by Elshoff. Second by Lomakin. Five ayes. Condon abstained.
Larger reported Finance committee reviewed bank reconciliations for December.
Mayor Parker’s Report:
- Fines, fees and forfeitures for December were $432.
Village Administrator Richter Report:
- Synagro removed the two presses they were using at lagoon and brought in two other presses to speed the process. These presses were built for colder climates.
- Bid opening for water line replacement from Herman St to North Water Tower on SR 274 will be Jan 19, 2023 at 11am.
Burnell recommended Larger to serve as council president. Second by Wuebker. Six ayes.
The village contracts New Bremen Emergency Squad for Emergency Medical Services. NBEMS fuels squad vehicles at village fuel tanks. Adding to the contract for the village to invoice NBEMS quarterly for fuel purchased. There were no other changes to the contract. Condon ask if the village is named as additional insured. We will check with NBEMS and report back at next meeting.
First Reading Resolution 2023-01-01 Contract with New Bremen Emergency Squad for Emergency Medical Services.
First Reading Ordinance 2023-01-01 Adopting American Legal Publishing Ohio Basic Code 2023 Edition.
2023 appropriations were amended to reflect the proper level of control approval. No change was made to the dollar amount of appropriations.
Elshoff made motion to suspend the rule. Second by Lomakin. Six ayes. Declaring Emergency Ordinance 2023-01-02 Amend 2023 appropriations. Motion by Wuebker. Second by Larger. Six ayes.
Steve Bornhorst accepted the position of Water Superintendent, hourly rate is $31.08 per hour plus $2.00 license incentive for a total of $33.08.
Elshoff made motion to suspend the rule. Second by Larger. Six ayes. Declaring Emergency Ordinance 2023-01-03 Appoint Steve Bornhorst Water Superintendent. Motion by Burnell. Second by Condon. Six ayes.
Elshoff made a motion to enter executive session for purchase or sale of property at 6:40 p.m. Second by Condon. Came out of executive session at 6:50 p.m. with no action.
