Grand jury hands down indictments

SIDNEY — The Shelby County grand jury issued indictments for domestic violence, forgery, and trafficking in drugs, among other charges, during its session on Thursday, Feb. 16.

Robert K. Seibert, 36, currently in the Shelby County Jail, was indicted on one count of aggravated possession of drugs, a second degree felony, one count of failure to comply with order or signal of officer, a third degree felony, and one count of possessing criminal tools, a fifth degree felony, for possession of methamphetamine, fleeing in his vehicle in excess of 100 mph, driving into oncoming traffic, flashing lights and driving on the grass median, and possessing baggies, needles and glass pipes used for storing, transporting, and abusing methamphetamine. The grand jurors also specified that a 1999 Dodge pick-up is subject to forfeiture.

Scott A. Redinbo, 49, currently in the Shelby County Jail, was indicted on one count of domestic violence, a third degree felony, following previous convictions of the same charge.

Josh R. Roe, 35, of Sidney, was indicted on one charge of theft, a fifth degree felony, and four counts of forgery, a fifth degree felony, for stealing funds from a deceased person’s checking account, then writing checks on that account while signing the deceased person’s name without being authorized.

Jacqueline M. Caudill, 38, of Sidney, was indicted for one count of obstruction of justice, a fifth degree felony, for harboring or concealing an offender wanted for a felony warrant.

Amber M. Lucas, formerly known as Amber M. Crosley, 34, of Sidney, was indicted on three counts of aggravated trafficking in drugs, a fourth degree felony, and two counts of trafficking in drugs, a fifth degree felony, for selling or offering to sell methamphetamine, fentanyl, and cocaine.

Jesse A. White, 34, at large, was indicted on five counts of aggravated trafficking in drugs, third and fourth degree felonies, for selling or offering to sell methamphetamine.

Mikaila R. Johnston, 27, of Sidney, was indicted on one count of aggravated trafficking in drugs, a fourth degree felony, for selling or offering to sell methamphetamine.

Michael C. Stockton, 32, of Sidney, was charged three counts of trafficking in drugs: a fifth degree felony for selling or offering to sell marijuana, and two counts for selling or offering to sell a substance containing marijuana or cocaine in the presence of juveniles, a fourth degree felony.

Kimberly R. Heysham, 48, of Sidney, was indicted on 12 counts of trafficking in drugs, a fifth degree felony, and three counts of aggravated trafficking in drugs, a fourth degree felony, for selling or offering to sell substances containing cocaine, heroin, fentanyl, tramadol, and methamphetamine.

Tariq F.E.H. Vining, 25, at large, was indicted on one count of aggravated trafficking in drugs, a fourth degree felony, for selling or offering to sell methamphetamine.

Heather S. Juarez, 37, of Sidney, was indicted on three counts of aggravated trafficking in drugs, one count a felony in the fourth degree for selling or offer to sell methamphetamine, and two counts a felony in the third degree for selling or offering to sell methamphetamine in the vicinity of a school.

Clark J. Murray, 49, at large, was indicted on three counts of aggravated trafficking in drugs, one count a felony in the fourth degree for selling or offering to sell methamphetamine, and two counts a felony in the third degree for selling or offering to sell methamphetamine in the vicinity of a school.

Brandon M. Engley, 34, at large, was indicted on seven counts of aggravated trafficking in drugs, a fourth degree felony, for selling or offering to sell methamphetamine.

Ian B. Freeman, 35, at large, was indicted on two counts of aggravated trafficking in drugs, a fourth degree felony, for selling or offering to sell methamphetamine.

Robert R Johnson, Jr., 44, at large, was indicted on three counts of aggravated trafficking in drugs, a fourth degree felony, and four counts of trafficking in drugs, a third degree felony, for selling or offering to sell methamphetamine, fentanyl, and PCP.

Carol Bias, also known as Carol Bias-Dickman, 37, at large, was indicted on three counts of aggravated trafficking in drugs, a fourth degree felony, for selling or offering to sell methamphetamine.

Jasper J. Miller, 36, at large, was indicted on one count of aggravated trafficking in drugs, a fourth degree felony, for selling or offering to sell methamphetamine.

Kevin E. Richards, 57, of Sidney, was indicted on one count of aggravated trafficking in drugs, a fourth degree felony, one count of aggravated possession of drugs, a third degree felony, one count of possession of drugs, a fifth degree felony, and one count of possessing criminal tools, a fifth degree felony, for selling or offering to sell methamphetamine, for possession of methamphetamine and cocaine, and for possession of pipes, baggies and a scale used for transport and abuse of drugs. Additionally, the grand jurors specified that a security camera and monitor used are subject to forfeiture, and $30 cash that was derived in the offense is subject to forfeiture.

Rachel R. Slife, 49, of Sidney, was indicted on one count of aggravated trafficking in drugs, a felony in the fourth degree, for selling or offering to sell methamphetamine.

Keagan S. Donaldson, 34, currently in the Shelby County Jail, was indicted on two counts of failure to appear, a fourth degree felony, for failure to report to final pretrial conferences after being released on his own recognizance.

Jordan J. Warner, 37, at large, was indicted on one count of failure to appear, a fourth degree felony, for failure to report to a suppression hearing after being released on his own recognizance.

Kimisha M. Higgins, 29, at large, was indicted on three counts of trafficking in drugs, a fifth degree felony, for selling or offering to sell a substance containing cocaine.

John R. Knasel, 58, of Sidney, was indicted on three counts trafficking in drugs, a fifth degree felony, for selling or offering to sell cipla, a generic for Lyrica, and suboxone.

Matthew C. Padalino, 33, currently in the Shelby County Jail, was indicted on one count aggravated possession of drugs, a fifth degree felony, and one count of possession of criminal tools, a fifth degree felony, for possession of methamphetamine and the cellophane wrapping used to store, transport and abuse methamphetamine.
