Volusia Family Resource Center helping youth avoid crime
Two children accused of shooting at Volusia County deputies in 2021 are the reason behind the Volusia Family Resource Center in Daytona Beach.
Volusia County Sheriff Mike Chitwood says it's about helping young people and providing services to them and their families.
Chitwood adds he gets tired of seeing the same kids being arrested over and over again. He wanted to know why.
The objective of the Volusia Family Resource Center is to help as many young people avoid the juvenile justice system as possible while ensuring the public's safety.
“Where are all these entities that should be helping kids?” Chitwood said.
Chitwood says he began asking that question after digging into the backgrounds of two kids accused of shooting at his deputies in June of 2021.
Jackson was 14 when she and a 12-year-old boy ran away from a children's home and broke into an unoccupied house in Osteen.
The pair allegedly armed themselves with weapons they found and fired at deputies who fired back wounding Jackson.
“Female has a shotgun in her hand. Standby. Put the gun down now!” a deputy said on a body-worn camera.
"The 14-year-old had been arrested for starting fires, involved in some animal incidents, been Baker Acted 14 times, host of mental challenges. As the young boy, the 12-year-old, the same thing,” Chitwood said.
The sheriff says they are the reason behind the Volusia Family Resource Center. He wanted to figure out what's going on with our youth and treat it, hopefully keeping them out of the criminal justice system. Each child is screened.
"The services (a child) will get is based on what happened. Why are you fighting at school? Why are you cutting classes? Why are you getting suspended? What is going on? How can we help you?” Director of the Volusia Family Resource Center, Carla Quann, said.
It’s a full-scale assessment center with partners and services from mental health to substance abuse treatment.
Some teens get released to parents, while others are taken across the street to the Department of Juvenile Justice, depending on the seriousness of the crime.
Everybody has the opportunity to turn their life around.
One young man wrote a letter of apology quoting the sheriff's very same words.
"The other success we're seeing is partnering with DCF to break the cycle of Baker Acts with our young people. Again, this Nicole was Baker Acted 14 times. You know, clearly, it's not working, “ the sheriff said.
But don't wait until your child gets in trouble. Parents can get help here before that happens.
"We want you to come through the front door and not the back door. The front door gives you an opportunity to change without being in the system. Coming through the back door, you're in the system,” Quann said.
Nearly 150 kids have come to this facility since it opened on Nov. 17, 2022. Eighty children have been seen in January alone.
“You did the crime, now you got to pay the punishment but then there's a time in life you have to redeem yourself and we think this gives you the tools if you want to. You can lead a horse to water, but you can't make him drink,” Chitwood said.
The Volusia Family Resource Center is open Monday through Friday from 8 a.m. to 5 p.m.
