I THINK WE CAN'T LOSE SIGHT OF THE FACT THAT WE NEED TO PRESERVE THE ONES THAT WE HAVE. BRUNSWICK AND TOPSHAM HOUSING AUTHORITY EXECUTIVE DIRECTOR JOHN HODGE HOPES THAT FORESIDE REAL ESTATE MANAGEMENT OUT OF FALMOUTH ALSO DOESN'T LOSE SIGHT OF THAT FACT AS THE FIRM CLOSES IN ON BUYING THE 25 UNIT WHISPERING PINES HOUSING DEVELOPMENT IN TOPSHAM. IT WAS BUILT USING FUNDS FROM THE US DEPARTMENT OF AGRICULTURE'S RURAL DEVELOPMENT FUND TO BE USED AS AFFORDABLE HOUSING. BUT THE PROPERTY FORECLOSED, AND RURAL DEVELOPMENT ALLOWED ITS OWNER TO SHORT SELL WHISPERING PINES TO FORESIDE FOR A RATE BELOW ITS CURRENT MORTGAGE. HODGE SAYS THAT FORSIDE HAS BEEN VERY GOOD WHEN IT COMES TO MAKING SURE ITS UNITS ARE AFFORDABLE, BUT THAT HE STILL HAS LONG-TERM CONCERNS. 11;46;00;11 WHAT IF HE WAS TO SELL THOSE UNITS? WHAT IF THE PROPERTY STARTED HAVING A DOWNWARD TREND AND HE NEEDED TO RAISE RENTS? 13;22;34;13 I HOPE BRUNSWICK HOUSING WILL RECOGNIZE THAT WE ARE WE ARE HERE AS TEAM PLAYERS FORESIDE REAL ESTATE MANAGEMENT PRESIDENT JEFF MARTIN SAYS THAT HIS FIRM HAS COMMITTED TO KEEPING 40% OF THE UNITS AFFORDABLE ON ITS THREE PROPERTIES INCLUDING WHISPERING PINES, AND THAT THE FIRM HAS NO PLANS TO CHANGE THE STATUS OF THE REMAINING UNITS, EVEN INVESTING MORE TO IMPROVE ITS PROPERTIES. 13;25;50;18 I DON'T FORESEE ANYONE AT THE PROPERTY BEING AT RISK OF LOSING THEIR HOUSING BECAUSE OF THIS PURCHASE. I ACTUALLY THINK IT'S GOING TO BE A GOOD THING FOR THE TENANTS AND THE COMMUNITY WITH THE INVESTMENT THAT WE'RE PUTTING INTO THE PROPERTY. MARTIN SAYS RESIDENTS SHOULD NOT WORRY ABOUT THEIR RENTS IN THE FUTURE, BUT HODGE REMAINS CONCERNED IF THE FIRM'S FINANCIAL CIRCUMSTANCES CHANGE IN THE FUTURE. 13;27;44;21 OBVIOUSLY, YOU KNOW, WE'RE A FOR PROFIT BUSINESS. AT THE END OF THE DAY, WE NEED TO MAKE SURE THAT INCOME MEETS EXPENSES, BUT WE ALSO CAN DO REALLY GOOD THINGS WITH THE INVESTMENT THAT WE'RE DOING. 11;46;40;28 THERE'S NOTHING THAT'S GOING TO PREVENT HIM FROM DOING WHAT HE NEEDS TO DO TO PROTECT HIS INVESTMENT. Whispering Pines is set to be sold to Foreside Real Estate Management as part of a short sell.

An affordable housing complex in Topsham is set to lose some of its rent protections as it is set to be sold to a private developer.The Whispering Pines development is set to be sold to Foreside Real Estate Management out of Falmouth for less than the value of its current remaining mortgage. The complex currently has rent restrictions and would lose those restrictions with the purchase. The complex was built using funds from the U.S. Department of Agriculture’s Rural Development Fund to be used as affordable housing, but the property was about to foreclose, and Rural Development allowed its owner to short-sell the property to Foreside for a rate below its current mortgage. Brunswick and Topsham Housing Authority Executive Director John Hodge says that Foreside has been very good when it comes to making sure its units are affordable, but that he still has long-term concerns."We have a current owner that's that's been working great in terms of trying to provide some affordable housing," Hodge said. "What if he was to sell those units? What if the property started having a downward trend and he needed to raise rents?"Foreside president Jeff Martin says the firm has signed an agreement to keep the restrictions for 40% of units and that it will not raise rents for the other 60% while investing more money in the units themselves."I don't foresee anyone at the property being at risk of losing their housing because of this purchase," Martin said. "Obviously we're a for-profit business. At the end of the day, we need to make sure that income meets expenses, but we also can do really good things with the investment that we're doing."The sale is expected to be finalized in the coming weeks.
