A man has been arrested for the second time in two weeks after he attacked a security guard downtown and threatened local workers.
Yohance Belt, 37, was previously arrested in November for menacing a convenience store and its employees. Belt, who is listed as houseless, has an extensive criminal record as per the Multnomah County Circuit Court.
Belt's bond in the November arrest was set at $250, but he was released on December 1 after paying 10% of the bail ($25).
Belt was arrested again by police on Monday. He entered the Department of Human Services building in downtown Portland and threatened to shoot employees unless they gave him an EBT card, then assaulted the building’s security guard.
He then left the premises and entered nearby gift shop Stumptown Otaku, where he threatened to shoot employees to death. Belt began stealing merchandise, including a product valued at $350.
When the store's owner pursued Belt out of the store, Belt chased the owner with a stick before smashing the merchandise he had stolen, destroying it.
A PPB officer who arrived to the scene was able to apprehend Belt. Belt called the officer a slur and threatened to take the officer's gun and shoot him.
Court documents show that Belt has been convicted of 19 misdemeanors in the past twenty years. Four of those convictions were for violent crimes. His record shows he’s violated parole 25 times.
Following his arrest on Monday, Belt refused to go to his initial arraignment on Tuesday. There will be another attempt at arraignment on Wednesday.
