CROSSVILLE MAN THINKS HE EXCRETES DIAMONDS

On Dec. 1, 2022 at approximately 6:30 p.m. an officer was dispatched to a store on West Ave. in reference to a disorderly subject inside the store who’d pulled his pants down. When the officer arrived on scene, the manager of the store advised him that the male was towards the back of the store and when the officer asked him about the male having pulled down his pants, he stated that the male was wearing gym shorts under the pants so he had not seen the male exposing himself. When the officer approached the male he recognized him as Frank Quince from previous encounters. The officer had given Mr. Quince a verbal warning earlier that night in reference to him stopping traffic at the intersection next to the store by standing in the roadway and waving/yelling at vehicles. Day shift officers also advised the officer that they’d had issues with Mr. Quince at another store earlier that day and had banned him from that store due to his behavior. 

As the officer approached Mr. Quince in the store, he observed him attempting to re-buckle his pants. As he was speaking with Mr. Quince, the officer observed a mushy brown substance with corn in it emitting a pungent odor near the man’s belongings. When the officer asked Mr. Quince if that was his poop he stated that it was and that someone had given him diarrhea medicine. Mr. Quince made a hazardous and physically offensive condition by relieving himself and placing his feces inside of the store. Another officer had joined the call by this time and both escorted Mr. Quince out of the store and advised him he was under arrest for Disorderly Conduct. Mr. Quince was then transported to the Cumberland County Sheriff’s Office for booking. While being transported Mr. Quince was asked why he hadn’t gone into the restroom to relieve himself and he stated that he’d been going through it looking for diamonds. 

Once at intake, Mr. Quince was found to be in possession of several bank cards that had been stolen the previous night. An officer who was at intake recognized the names on the cards from speaking with the victims the previous night. A warrant was signed on Mr. Quince for Disorderly Conduct while the other officer continued his investigation on the stolen bank cards. At the request of the store, Mr. Quince was banned from returning to their property.
