During policy and planning following regular action items at their meeting Tuesday, the Pella City Council will discuss proposed amendments to a development agreement with RDP Holdings, LLC, and Pella Entertainment Group, LLC, for upcoming projects related to Smash Park.

RDP Holdings and Pella Entertainment Group are requesting a two-year extension to install an outdoor miniature golf course for the Smash Park venue; the current agreement
requires the miniature golf course to be installed by December 31, 2023. The developer is requesting an extension until the end of 2025 due to the relocation of Mid-American Energy’s high voltage transmission line in 2024, and the project dissects a portion of the Smash Park property.

The developers are also requesting to remove the requirement to build sand volleyball courts for the site, and instead install batting cages or outdoor pickleball courts.

If the Pella City Council is in support of the changes, staff will ultimately proceed with issuing a $1,500,000 grant to the developer — as they’ve met all other obligations, and schedule formal consideration of the amendment for a future meeting.
