Governor Andy Beshear is proposing significant changes following a riot at the Adair County Youth Detention Center last month.
One of the proposals is having a facility for female detainees only. That proposal stems from an alleged sexual assault that occurred during that riot. The reported sexual assault is currently under investigation by Kentucky State Police.
Beshear also proposed the idea of restructuring these detention centers by designating some facilities for violent offenders, and others for non-violent youth.
Beshear said the top goal remains to ensure the safety of juveniles that are housed in these facilities, as well as the employees of these facilities.
