Police wrote in court documents that the suspect was high, irrational and had been having hallucinations

A Blue Springs, Missouri, man has been arrested and charged with shooting his cousin while reportedly high on meth on Thursday. Jeffrey A. Ultican, 64, has been charged with second-degree murder and armed criminal action in connection with the shooting death of his cousin, Gregory D. Ultican. Prosecutors said in a release that a family member of the victim and suspect called 911 and reported his dad had shot Gregory D. Ultican. When police arrived at the home in the 600 block of Southwest 17th Street just before 3:45 a.m., Jeffrey Ultican came out of the house, as directed by officers. Probable cause statements show police searched Jeffrey Ultican's pockets and found a Springfield Armory XD-S 9mm, along with a small amount of methamphetamine and a meth pipe. Family members told police that Jeffrey Ultican had been "tweaking" on meth for the last several days and claiming that someone with a headlamp was outside trying to steal the motor off the boat in the back yard of the home. Records show police were dispatched twice to the home on a reported prowler call but officers could not locate anything. Documents also state neighbors reported Jeffrey Ultican had been setting off a car alarm every 30 minutes. He reportedly told police it was to scare the prowlers off and alert the neighbors since police weren't doing anything to help. When interviewed by police, documents show Jeffrey Ultican told detectives that his cousin Gregory had told him to go to bed, and that he would handle the prowlers. Jeffrey said he went back to bed, then heard a gun go off, saying Gregory had shot himself. Evidence from the scene contradicted Jeffrey Ultican's story, documents note. Police also noted that Jeffrey Ultican still appeared to be "under the influence of an intoxicating substance" at the time of the interview. Police said pictures taken during a search warrant check show the boat had not been tampered with. Police said they believed Jeffrey Ultican "poses a danger to the community" due to his "irrational behavior and actions" and added they believed he had been having hallucinations. Jeffrey Ultican is behind held in jail on a $250,000 cash bond.
