Stafford man arrested on carjacking charge in Fredericksburg

Fredericksburg Police say Wednesday night about 11, the E-911 Center received a report from a woman who said a man attempted to steal her vehicle using a distraction technique. The incident occurred in the Five Guys parking lot, at 1601 Carl D. Silver Parkway. Officer Ruggiere was nearby and quickly located the suspect sitting in the driver’s seat of the victim’s car.

According to the victim, she was entering her vehicle when the suspect approached her from behind, said, “excuse me”, dropped a bag on the ground, and took keys from her hand. The suspect proceeded to enter her vehicle in an attempt to drive away. However, police say the suspect grabbed the wrong set of keys, and he was unable to leave.

The suspect was identified as 32-year-old Brandin Foster, 32, of Stafford County. Foster was arrested on a charge of carjacking. He remains incarcerated at the Rappahannock Regional Jail without bond.
