A Baltimore County park manager sexually abused another park employee for months after their consensual relationship ended, according to the charging documents.
Michael Browning, 71, of Baldwin, is facing a number of charges, including seven counts of rape and assault.
Browning, the manager of Gunpowder Falls State Park, initially met the victim as a teenager, the documents said. The victim was a member of a 4H Club run by Browning's wife, the documents said.
Browning and the victim started the relationship when she was an adult. Browning got her job as a seasonal park employee and let her live in a home owned by the park.
The victim told police she longer wanted to have sex with Browning but sex with her became "an obsession" for him, the documents said. With keys to her home, Browning would show up unannounced and demand sex -- often during the early morning hours while the victim was still in bed.
Despite repeatedly telling him no, Browning forced himself on the victim, often pinning her down and stripping her clothes off, the documents said. The victim told police this happened at least 10 times. She said he would become "agitated rigid and intimidating" when denied sex, the documents said.
According to the documents, police arranged for the victim to call Browning on the phone. During that call, Browning admitted to abusing the victim and apologized, the documents said.
"You did that so many times Mike and I told you no, I told you no so many times and yet you did it anyway," the victim told Browning.
Browning is being held without bond at the Baltimore County Detention Center in Towson.
Detectives believe there may be more victims and ask anyone with information about Browing to call Baltimore County’s Crimes Special Victim’s Unit at 410-887-2223.
