Residents in Baltimore's Fells Point community are struggling to understand the motive behind gunfire that injured two people early Wednesday morning.
Police responded to the 700 block of South Broadway just after 1 a.m. where they found a woman shot in the arm and a man shot in the head.
Surveillance video shows two men running south on Broadway minutes after the bullets flew.
"Definitely wasn't expecting it to be in the center of the city," said Michael Brown who's a first-time visitor to Baltimore and was dining on the block where the violence broke out.
"We need to be outraged," said Fells Point Realtor Claudia Towles who believes city leaders are doing little to stop the violence.
The incident happened three months after Marco Nunez, 30, was gunned down while leaving a Fells Point bar.
"We devote resources when there's an emergency and then we pull back," said Towles.
"Elected officials are ignoring the emergency we have across the city," said Towles.
FOX45 News has learned that the injured woman is a server at a Fells Point restaurant and is expected to recover from her injuries.
However, police said the male victim is in grave condition.
