A 60-year-old Vancouver man was arrested Monday after police say he repeatedly approached children at a school bus stop and inappropriately touched himself outside an elementary school.
Vancouver police were notified Sept. 16 of a suspicious man who was talking with middle school students at a school bus stop at Northeast 144th Avenue and Hearthwood Boulevard. The man was offering kids candy and inviting them to come over to his house; he also put his mouth on a 12-year-old boy's ear, according to a police news release and court records.
A detective from the Children's Justice Center was assigned to investigate.
The detective parked near the bus stop Thursday and saw the man approach kids and start talking with them. The detective contacted the man and interviewed him, but he was released pending further investigation, the police department said.
Then, after gathering additional witness statements, police responded Monday for a report of indecent exposure outside Hearthwood Elementary School. A man was seen standing across the street from the school with his hands down his pants, according to police and court records.
The suspect was the same man being investigated for the incidents at the bus stop, police said.
Jacques Douglas Lesueur was arrested and booked into the Clark County Jail on suspicion of stalking, luring and fourth-degree assault with sexual motivation. The investigation is ongoing, police said.
According to court records, Lesueur has prior convictions for indecent exposure and sexual abuse of a minor, and was required to register as a sex offender until Sept. 11, 2019.
He is being held on $200,000 bail in this case and is scheduled to be back in Clark County Superior Court on Friday to enter an order for a competency evaluation, court records show.
