Maryland AG Releases New Details On Officer-Involved Essex Shooting

An investigative report into an officer-involved shooting earlier this year has been released by the Maryland Attorney General’s Independent Investigations Division (IID).

Ralph Picarello III was killed by members of the Baltimore County Police Department in May during an investigation of a reported domestic disturbance in the 900 block of Broundbrook Way in Essex, authorities say.

The 911 caller stated that Picarello was inside the home throwing items at a family member, and when officers arrived at the home to investigate the incident, officials said that Picarello picked up a knife and carving fork.

Picarello was ordered to drop the knives, though he failed to comply. In response, police say that one officer deployed his taser device, and officers Eric Pellegrino and Derrick Manning fired their weapons, striking Picarello, who was pronounced dead at the scene.

No other injuries were reported.

The IID concluded its investigation in August, according to the AG’s office, and in September, the Baltimore County State’s Attorney’s Office stated that it will not be prosecuting the case.

Body cam footage of the incident was also released by the AG. 

“By law, the IID's report must remain confidential until any related prosecution is completed or the State's Attorney's Office declines to prosecute," according to the IID.

“The IID’s report contains detailed investigative findings and analysis of relevant legal issues. Because the Baltimore County State’s Attorney’s Office - not the IID - retains prosecution authority in this case, the report does not make any recommendations as to whether any individual should or should not be charged.”
