4:50 p.m. Update: Hsa Say has been located. She is currently being transported to the hospital with an apparent non-life-threatening gunshot wound to her leg. In coordination with Cottage Grove PD and Washington County SWAT, Saint Paul PD located Hsa at the Wacouta Inn and Suits in Cottage Grove at approximately 3:45 p.m. Also located were two other people who are being interviewed in relation to this case. Their information along with other case details are still being investigated. There is no threat to the public at this time.

St. Paul police were looking for an 18-year-old woman that officers think may have been the victim of a shooting early Monday morning.

According to police, Hsa Law Yaw Say of St. Paul was the intended target of a shooting. Officers responded to a call of shots fired outside a home in the 1500 block of Fellows Lane around 4:00 a.m. Monday. Officers were able to determine that Ms. Say was the intended target, but she was not on the scene.

Sgt. David McCabe said officers immediately checked with local hospitals and police have been in constant communication with her family, but there so far is no sign or indication of where she might be. There is also no indication of why she didn't remain on the scene, McCabe said.

"It's (something) we are currently investigating," Sgt. McCabe said. "Ultimately, we want to make sure Hsa is safe and return her to her family."
