On the Agenda: Public hearing on tourism tax increases, Eugene fireworks ban vote

Here’s a roundup of what local elected leaders will talk about during public meetings this week.

Eugene City Council

To watch: Meetings stream online at bit.ly/Eugene-meetings and broadcast on Comcast channel 21. 

To listen: Dial 1-971-247-1195 or 877-853-5257 and use the meeting ID and passcode. 

To attend: Council meetings are held in the Mary Spilde Center at 101 W. 10th Ave. There's an opportunity for in-person attendance during the 7:30 p.m. Monday meeting.

To comment: When there's a public forum or public hearing, there will be an option to join the meeting for those not attending in person. People who call in also can comment. There are instructions given for speaking during the meeting. 

WORK SESSION

When: 5:30 p.m. Monday

What: Council will get an overview of public health overlay zones and related tools to address the impacts of environmental pollution.

REGULAR MEETING

When: 7:30 p.m. Monday

What: Councilors will report on committee actions and other items of interest before considering a consent calendar that contains minutes, the tentative working agenda and an adjustment to the effective date of a pay raise for the city manager.

They'll then hold a public forum.

The council also will vote whether to implement a citywide ban on fireworks.

WORK SESSION

When: Noon Wednesday

What: Councilors will hear about required updates to parking regulations as part of Climate-Friendly and Equitable Communities rules.

They'll also get an overview of the Sister Cities program and discuss how the city wants to move forward with it.

Springfield City Council

To watch: The city's system requires registration to watch and to participate in meetings. Use the links for meetings to register and get information to attend.

To attend: Meetings are held in council chambers at city hall at 225 Fifth St.

What: Councilors will conduct interviews for applicants to the city's planning commission.

They'll also get an overview of Climate-Friendly and Equitable Communities rules.

SPRINGFIELD ECONOMIC DEVELOPMENT AGENCY

The SEDA board comprises City Council, the mayor and the county commissioner representing Springfield.

When: 7 p.m. Monday

What: After opening the meeting, board members will listen and respond to public comment.

The board then will vote on whether to borrow $5 million for land purchases and other work in the Glenwood Riverfront area and have staff renegotiate the potential payoff of around $1.8 million in remaining balance from two other times SEDA borrowed money.

To attend: Board of Commissioner meetings begin at 9 a.m. in Harris Hall at 125 E. Eighth Ave. in Eugene, unless otherwise noted. Doors to Harris Hall open at 8:45 a.m.

To comment: When there's a chance to comment, people must register for the meeting to do so virtually. After registering, people will get information for how to attend.

Those who go to the meeting in person should sign up on the sign-in sheet located by the entry door.

There will be instructions during the meeting for speaking during public hearings and making public comment. 

People also can email diana.jones@lanecountyor.gov with public comment by noon Monday. The subject line should include "PUBLIC COMMENT FOR MEETING DATE 09/27/2022."

MORNING SESSION

When: 9 a.m. Tuesday

What: Commissioners will hold a hearing on a supplemental budget then listen and respond to general public comments.

They'll then consider a consent calendar that includes an intergovernmental agreement and a contract amendment before getting an introduction to the new area manager for the Oregon Department of Transportation.

The board also will consider contracts related to behavioral health housing, the navigation center and staffing for temporary vaccine clinics and an amendment to a contract for Dawn 2 Dawn.

Commissioners then will set a public hearing for an amendment to the county's rural comprehensive plan and vote whether to appoint an at-large member to the Lane County Planning Commission.

They'll also vote whether to approve project awards from Secure Rural Schools and Community Self-Determination Program.

AFTERNOON PUBLIC HEARING

When: 1:30 p.m. Tuesday

What: Commissioners will hold a public hearing on an ordinance that would increase transient room taxes and car rental taxes to support tourism-related facilities in Lane County. County officials are eyeing the increase as a potential funding source for the proposal to put a multi-use facility anchored by the Eugene Emeralds at the Lane Events Center.

The board also will discuss where to put a new central transfer station to replace the Glenwood Transfer Station.
