David Hanks, formerly of Fillmore, is Andover's third superintendent of the school year

The Andover Central School District has its third superintendent before the end of September.

The Andover School Board named David W. Hanks acting school superintendent on Thursday, appointing the former Fillmore Central School chief at a special meeting.

Hanks will begin the job on Sept. 26. A contract agreement calls for Hanks to be paid $650 each day worked. The district will also provide a school vehicle or mileage reimbursement.

The Allegany County school district placed Superintendent Dr. Derek Schuelein on paid administrative leave on Sept. 9 and named Kathryn Slavinski, the district's curriculum coordinator, acting superintendent.

Andover School Board President Brian Perkins on Friday explained Hanks' appointment, saying the board wanted a "longer-term option" as acting superintendent as the district anticipates a future "search process" to find a permanent successor to Schuelein.

"(Slavinski) did a great job. I did say at (Thursday's) meeting that the board is thankful for her stepping in during that time," Perkins said.

Hanks spent more than 30 years at Fillmore Central

Hanks is a veteran school administrator. He spent 35 years in the Fillmore Central School District, serving as both principal and superintendent. He retired as Fillmore superintendent on Dec. 31, 2008 and he has filled in at other Allegany County school districts as interim superintendent in the intervening years.

Hanks also has had a previous stint in Andover, where he was a guidance counselor in the late 1970s and early 1980s.

"Dave’s experience is going to be a great asset to help calm things down while allowing the administration team to really focus on their tasks and run the school district," Perkins said. "He is a great fit for what we needed at this time.”

Schuelein remains on leave while attorneys for the district and Schuelein work toward a settlement, Perkins said last week. The school board has not disclosed why Schuelein was placed on paid leave, citing "confidentially for employees and ongoing personal matters."

The Andover School Board appointed Schuelein superintendent in July 2021 and he began his tenure the following month after the retirement of Lawrence E. Spangenburg, who had been superintendent since 2014.
