Portland Police responded to a shooting in the Montavilla Neighborhood Monday afternoon and found a man with a gunshot wound to the chest.
Police say officers got their First Aid kits and began rendering emergency medical aid. Officers applied two chest seals to the wound.
The victim was taken to a hospital with life-threatening injuries.
The suspect, identified as 22-year-old Rocky Allan Rainwater, cooperated with police on the scene.
Portland Police’s Special Victim Unit (SVU) responded to the scene to investigate.
Rainwater was arrested and taken to the Multnomah County Jail on charges of assault in the first degree (domestic violence) and unlawful use of a weapon.
Portland Police say once the victim received care at the hospital, their condition was upgraded to stable.
