A Charleston man was arrested after he was accused of being under the influence of opioids while he was supposed to be supervising two young children.
Matthew Ryan Loudin, 30, has been charged with child neglect, according to a complaint filed in Kanawha County Magistrate Court.
The complaint said a pair of 2-year-old children were left unattended at the Renaissance Circle apartment complex Wednesday. Witnesses reported the children had left Loudin’s apartment and were spotted on a different floor while their parents went grocery shopping.
Witnesses said Loudin was incoherent when confronted. Police report that Loudin admitted to using heroin and was under the influence of the drug while he was supposed to be supervising the children.
Loudin is currently being held at South Central Regional Jail on a $5,000 surety/cash bond.
