RAYMOND (WGME)-- Raymond town officials aren't the only ones taking action after unpermitted changes along the Sebago Lake shoreline.
CBS13 has learned the state has its own investigation into a property owner and a contractor.
State environmental officials issued a violation notice back in the fall. It was issued to the owner of two adjacent properties, Donald Buteau of Auburn, and a contractor, Big Lake Marine Construction.
The state is alleging there were several violations for work completed at the site on the cape of Sebago Lake.
That includes about 400 feet of stone on the shoreline, removal of vegetation and a newly expanded jetty, among others.
The issued notice said that by early December, the parties were supposed to submit a restoration plan.
The Department of Environmental Protection won’t comment on the case because it’s an active investigation.
CBS13 reached out to the property owner’s attorney Tuesday regarding the state allegations, but they have yet to respond.
However, the attorney did issue a statement Monday regarding the town's investigation. It says they are developing a path forward.
"Management Controls has hired a professional environmental engineering firm to assist it in resolving this situation. Its engineers met recently with representatives from the State, the Town, and the shoreline contractor, on site, to develop a path forward. We are all laser focused on finding a solution to this situation, and look forward to continuing to work with all interested parties to that end."
Residents planned on submitting a petition on Tuesday night to show their support for the town's effort to restore the area, levy fines and recover legal fees.
They said Tuesday morning that they had about 250 signatures.
"Everybody seems to be truly angered by it and wants something done. And so we support the town what ever they can do," Sylvia Sullivan, who helped organize the petition, said.
"I mean if this allowed to stand, what's to prevent the next person with deep pockets from doing exactly the same thing," Abel Bates, who also helped organize the petition, said.
Photos from a town presentation shared with CBS13 shows some of the work that was allegedly completed in violation of shoreland zoning.
The town says the contractors and property owner are still appealing.
CBS13 reached out to the property owner and contractors individually on Monday. They either declined to comment or did not respond.
