Wilkes-Barre City Police have filed animal cruelty charges against Wilkes-Barre City Controller Darren Snyder.
According to police, Snyder was charged with two counts of cruelty to animals and one count of disorderly conduct after officials were provided with a video showing him kicking, stomping on, slapping, and lifting his dogs during a walk.
The witness told police the abuse happens frequently, so she decided to get it on video.
The criminal complaint said police were dispatched to the 200 block of South Main Street after 12:30 am on August 4 where they spoke to a witness who provided a video of the abuse she took from a window while she was working as Snyder was walking two dogs.
The witness told police she saw Snyder kick one of the dogs so hard that she “was able to hear the dog's jaw clasp closed from inside her work window.”
The video she provided is said to show Snyder violently pulling on the leash of a small dog lifting that dog completely off the ground by its neck and kicking the dog multiple times.
The video also shows similar treatment to a large dog that was kicked and stomped on.
Snyder is seen slapping both dogs until they sat down with the witness saying the small dog was slapped so hard it can be heard in the video.
46-year-old Snyder was issued a summons and a preliminary hearing is scheduled in September in Luzerne County Central Court.
