Teenagers, even young teenagers, have become incredibly violent, and will even murder someone on a whim. Our juvenile system is ridiculously too lenient. If a teenager is convicted of a violent crime they need to be incarcerated in a juvenile facility until age 18, then transferred to adult prison until age 21 or 25, depending on the severity of the crime.

A good family structure would be a start. But we all have free will...it they choose to do something they will. No matter how they were raised. It's not always the parents fault. Sad state we are living in when street cred is more important than doing right. The legal system doesn't help with the sentences, if any. And some adults are definitely not setting the appropriate behavior standards. dang.
