Young sisters beaten, burned, don't know how long 'due to them being in excruciating pain'

Two girls — "both were visibly distraught and emotional" — in the hospital with "multiple second-degree contact burns, heavy bruising, and multiple lash marks in the shape of a circular cord."

That's what a Palm Beach County Sheriff's Office deputy wrote about seeing last Thursday evening, July 28, and hearing from the doctor who examined both girls.

According to the arrest reports for Jose Sandoval Santos and Sandra Lopez Perez, the deputy spoke to one of the victims who said Perez "caught her on her cell phone which she was not supposed to have. She stated Perez snatched the phone out of her hands and then retrieved a computer monitor cord and began to beat her with it. Perez asked her if her sister [name] had a cell phone as well, which she replied yes. She stated Perez began to beat [the sister] with the same cord. She then stated Perez retrieved a large kitchen knife that she heated in an unknown fashion and began to burn both her and her sister with the side of the knife.”

The report continued, “[One of the victims] stated Perez held the knife to her mouth, causing a small laceration and burn under her bottom lip. She then stated Perez called Santos, who was at work at the time. She then stated Santos arrived at the residence and began to beat her and her sister with the same cord. She advised he then tied up her legs with the cord, while Perez retrieved the same hot kitchen knife. Santos then began to burn both juveniles on their hands and arms. [Both victims] stated as the knife cooled down, [one of the suspects] would go back to the kitchen and heat it up repeatedly. Both juveniles stated they did not know how long the abuse lasted due to them being in excruciating pain.”

Perez, 44, and Santos, 36, are married and live in North Palm Beach, but their relationship to the girls was blacked out. The hospital was in Jupiter.

The arrest report said Perez and Santos "admitted to physically disciplining both children but did not elaborate to the extent on the excessiveness of the discipline."

She was arrested at the hospital at 2:15 a.m. He was arrested earlier, at 12:56 a.m., but the location was blacked out on her arrest report.

Each faces two counts of aggravated child abuse, two counts of child neglect causing great bodily harm, and two counts of false imprisonment.

Bail for each was set at $25,000 for each count of aggravated child abuse, $10,000 for each count of child neglect causing great bodily harm, and $5,000 for each count of false imprisonment. That’s $80,000 each.

Sandra Lopez Perez was booked on July 29 at 5:08 a.m. and released on July 31 at 2:45 a.m.

Jose Sandoval Santos was booked on July 29 at 5:16 a.m. and released on July 31 at 3:03 a.m.
