An inmate in the Izard County Detention Center is back in trouble after allegedly using another inmate’s pre-paid phone card without permission.

Investigators with the Izard County Sheriff’s Office were contacted by an inmate who stated the balances on his calling cards were diminishing irregularly. Upon learning the information the calling card vendor was contacted to explain the irregularities on the card.

The vendor stated on numerous occasions, the victims card had been used to call one specific phone number. The number provided was later learned to be 37-year-old William Shiloh Malone’s girlfriend, who Malone contacts regularly through a kiosk provided in the “pod.”

Investigators began conducting witness and victim interviews where several corroborating statements were made. The victim stated overnight one of his calling cards values diminished drastically but explained at no point in time did he share his card information with Malone intentionally, instead insisteing Malone retrieved the card information from the kiosk screen as the victim was active.

The victim stated Malone told him the calling card vendor had made an error and supplied Malone with the same card number as the victim.

During a post-Miranda interview, Malone did corroborate the fact the phone number in question belonged to his girlfriend. Malone then described the anomalies on the victim’s calling card as being part of a trade.

During witness interviews, one inmate stated a trade was made for a $70 phone card via communication between another inmate, but not between the victim and Malone.

The calling card vendor stated the monetary total used from the victim’s cards totaled $291.48.

Malone has been charged with felony counts of financial identity fraud, non-financial identity fraud and theft of property.

He is free on a $20,000 bond.
