Convicted Sex Offender Makes Eighth Attempt To Throw Out 2010 Carroll County District Court Sentencing

A Carroll man convicted in 2010 for sexually abusing a seven-year-old girl is again seeking court action to rescind or reduce his 25-year sentence handed down after a jury found him guilty of the class B felony. Thirty-one-year-old Jesse Raymond Neitzel filed a request for the correction of an illegal sentence last week in Carroll County District Court. In several of his seven prior appeals, Neitzel had argued the sentence he received was unconstitutional, as he was 16 years old when the crime occurred in 2007. In each of those attempts, the court ruled the jury trial and resulting sentencing was handled correctly within the constraints of the law and upheld Neitzel’s conviction and sentence. A hearing in Carroll County District Court has been scheduled for Aug. 22 to review this latest request. Neitzel is required to serve at least 17.5 years of the 25-year sentence, and he has completed just over 12 years of the minimum incarceration. His earliest release date is Oct. 26, 2027.
