The Uinta County Commissioners met in regular session on July 19, 2022 in the commission chambers, 225 9th Street, Evanston. Chairman Eric South convened meeting at 2:00 p.m. Commissioner Mark Anderson and Commissioner Brent Hatch were present. Also present: Amanda Hutchinson, County Clerk.
Agenda
Motion Hatch, second Anderson to approve the agenda amended to remove the Catering Permit, Commissioners with a MOU and an office space request, and Amanda Hutchinson with an additional stop loss item. 3 yes votes, passed.
Health Insurance Stop Loss Proposal
Motion Anderson, second Hatch to ratify a contract with United HealthCare for stop loss coverage for the county’s self-funded employee health insurance plan as presented by Amanda Hutchinson, County Clerk. 3 yes votes, passed.

Mosquitoes
Jack Sims came before the commissioners with concerns about mosquito control. Gary Simonton addressed the concerns by explaining the delay was caused by a staffing shortage, which delayed the FAA from approving the flight plans and he expects aerial spraying to begin within the next week.
CR 173 Maintenance
JT Geddes addressed the commissioners with a request for more maintenance on County Road 173.
Pitts Subdivision
Kent Williams, Planner, opened a public hearing to allow for comments on the Pitts Subdivision located in NE1/4 SE1/4, Section 16 of T15N R114W. Eric Wall, Uinta Engineering, spoke in favor; no one spoke in opposition. PUBLIC NOTICE
The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion or the Company) to pass-on a wholesale gas cost increase of $0.86565 per dekatherm (Dth), effective November 1, 2021.
The proposed changes result primarily from an increase in the forecasted price of gas during the 12-month test period ending October 2022 and results in a $77.91 or 9.35% net annual increase, before taxes, for General Service customers using an average of 90 Dth per year. Actual bills will vary with usage.
The Commission also approved the Company’s request to implement changes to the rates it charges for Energy Efficiency Services and the Conservation Enabling Tariff, effective on November 1, 2021. The net effect of all the Company’s proposed rate changes is an increase of approximately $64.43, or 7.73% net annual increase in rates for a typical Wyoming GS customer using 90 Dth per year.
Commission Rule Chapter 3, Section 26 allows a utility to pass-on, to its customers, known or projected commodity cost increases or decreases, on a dollar-for-dollar basis, subject to public notice, opportunity for hearing and refund.

City of Evanston: Avalon International Aluminum, LLC Facility
The City of Evanston (the Owner/Developer) is receiving lump sum sealed proposals for a new Avalon International Aluminum, LLC Facility (the User/Client). The work consists of, but not limited to, the erection of an owner supplied metal building package, construction of foundations, site improvements and development including pavement, concrete, lighting, landscaping, and irrigation. Work also includes, but not limited to, interior buildout including concrete, interior partitions, cabinetry, counters, door hardware, interior finishes, acoustic panel ceiling, toilet partitions, fire suppression, electrical, plumbing & mechanical systems, and misc. finishes. The project is located at 1824 Union Road, Evanston, WY 82930.
First copies of the Contract Documents will be on file after July 22nd, 2022 and open to public inspection in the office of the Owner, City of Evanston, 1200 Main Street, Evanston, WY 82930, \and the office of Plan One/Architects, 4020 Dewar Drive, Suite A, Rock Springs, WY 82901. Paper plans and specifications will not be distributed. Bidders must obtain plans hosted by QuestCDN as managed by Plan One/Architects for a fee of $15.00.
A Pre-bid Conference will be held on August 3rd, 2022, beginning at 1:30 p.m. This meeting shall be mandatory for All General Contractors wishing to have their bid considered for the work. Attendees shall meet at City Hall. It is also strongly suggested that this conference be attended by all Pavement Contractors wishing to participate. All additional sub-contractors and suppliers are welcome to attend the pre-bid conference.
All proposals must be accompanied by a Bid Bond or Cashier’s Check in the amount of five percent (5%) of the maximum amount of the proposal. The successful bidder shall provide a 100% Performance and Payment Bond. Preference will be given to Wyoming Contractors as defined by Wyoming Statutes Section 16-6-101, et seq. Bidders are required to comply with all applicable local, state, and federal laws.
The Owner reserves the privilege of rejecting any or all proposals, or waiving any irregularities or formalities in any proposal in the bidding. The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company d/b/a Dominion Energy Wyoming to amortize its Energy Efficiency Deferred Account balance beginning on November 1, 2021. The Company proposes to increase the Energy Efficiency Services rate from $0.02011 to $0.04274 per dekatherm (Dth).
The proposed changes result primarily from an increase in the balance of the Energy Efficiency Deferred Account, from $71,674 on August 31, 2020, to $148,541 on August 31, 2021. The Company proposed to amortize the balance over the next year at a rate of $0.04274 per Dth, beginning November 1, 2021, resulting in an increase of approximately $2.04 or 0.24%, before taxes, for General Service customers using 90 Dth per year. Actual bills will vary with usage.
The Commission also approved the Company’s request to implement changes to the rates charged for Wholesale Gas Costs and the Conservation Enabling Tariff, effective on November 1, 2021. The net effect of the Company’s proposed rate changes is an increase of approximately $64.43, or 7.73% net annual increase in rates for a typical Wyoming GS customer using 90 Dth per year.
