Officers responded to the scene on Shanda Drive just after 10.30pm, local CBS affiliate WNCN reported.

Crime scene tape blocked parts of an apartment complex with officers seen lining the road.

"RPD officer confirms that this is a homicide investigation and multiple people were taken to the hospital," a reporter with ABC affiliate WTVD tweeted.

"Sources tell me, and this is just so sad to tweet, that a toddler was killed in a domestic violence situation."
