June 20, 2022
PURSUANT TO DUE CALL AND NOTICE THEREOF, a special meeting of the City Council was duly held at City Hall, June 20, 2022, at 6:00 PM. The following members were present: Mayor Pat Raffety, Councilmen Mindy Rogers, Josh Karels, Roger Briggs and Steve Wiener. Absent: Scott Hoeke, Mike Hanson. Present from the staff: John Forman and Cynthia Schumacher.  Public present: Tim Jurgens, Craig Weinberg, Holli Seehafer, and Kathy Ward.
Mayor Raffety called the meeting to order and roll call was taken.
The Council canvassed the June 7, 2022, election returns. A motion was made and seconded to certify the election results. Motion carried 4-0. Ward 2 Precinct 1 – Craig Weinberg 36, Scott Hoeke 30.  Ward 2 Precinct 2 – Craig Weinberg 106, Scott Hoeke 69. Total Craig Weinberg 142, Scott Hoeke 99.
A motion was made and seconded to approve the only bid received for the Milbank Legion Baseball Field Improvements, Phase 1 project: J&J Earthworks Inc., $645,161.15.  Administrator Forman explained the bid is higher than last year’s engineer’s estimate.  Unfortunately, costs have gone up, specifically the cost of pipe. Craig Weinberg inquired about the completion date.  Forman reported the preliminary completion date is August 5, 2022, and the final completion date is November 1, 2022.  Motion carried 4-0. 
Mayor Raffety requested Forman to review the bid and to determine the costs related to the baseball field and the costs for the construction of the water and sewer mains, the road, campground, and parking lot.
Two bids were received for the Milbank Baseball Irrigation Pipe Supply bid; 1. SiteOne Landscape Supply - $6,242.90. 2. Milbank Winwater - $8,123.47.  A motion was made and seconded to approve the bid submitted by SiteOne Landscape Supply.  Motion carried 4-0.
Tim Jurgens reported he recently attended the State Legion Convention. Jurgens stated 2025 is the 100th anniversary of American Legion Baseball.  To commemorate the 100th anniversary and Milbank being the Birthplace of Legion Baseball, a resolution was submitted and approved to hold the 2025 Senior A and B and Junior A and B Legion tournaments in Milbank.  
To further commemorate the 100th anniversary and Birthplace of Legion Baseball, a second resolution was approved to hold the 2026 National Region Six Legion tournament in Milbank.  The final decision on the location of the tournaments will be made by the Executive Committee. 
Adjourn –The next regular meeting will be July 11, 2022, at 7:00 PM. A motion was made and seconded to adjourn. Motion carried 4-0.
