The search continues for a man wanted in a fatal shooting in Carlisle last year.
Michael Baltimore, 39, is on the U.S. Marshals 15 Most Wanted List. He's accused of killing Kendell Cook and wounding Anthony White.
"Mr. Cook met Mr. Baltimore several years ago and sort of took him under his wing," said Det. Thomas Dolan, with the Carlisle Police Department.
It's something Kendell Cook's loved ones say he is known for.
"Taught him how to be a barber," Dolan said.
Mentoring through his business – GQ Barbershop.
Dolan said that after a five-year friendship, Baltimore walked into the barbershop in May 2021 and shot and killed Cook.
"There's a nationwide manhunt for him," Dolan said.
The U.S. Marshals said because of the amount of time Baltimore has been on the run and his criminal history, he has made its most-wanted list.
Along with the homicide, the U.S. Marshals said Baltimore has a past that includes assault, carjacking, escaping from custody, dangerous drugs and firearms violations.
"Clearly, he's a dangerous person," Dolan said.
The U.S. Marshals are offering a reward of up to $25,000 for information leading to Baltimore's arrest.
It's the closure Cook's family and friends are looking for.
One of Cook's loved ones, who didn't want to be identified since Baltimore is still on the run, released this statement:
"If you had the opportunity to meet and get to know Kendell, you will know the impact he has had on anyone's life he has crossed paths with. You will also understand the devastation we have been faced and left to deal with his absence in our lives. Kendell was a family man that loved his family and friends. He put his kids before anything. Kendell strived daily to please others, always showing love to family, friends and community. His kids were his world. They, over everyone, suffer the most because they are left fatherless. This devastation has changed their lives forever."
U.S. Marshals said Baltimore is currently living a transient lifestyle – frequently moving but not homeless. That makes it more difficult to catch him.
Anyone who knows Baltimore's whereabouts is asked to call the U.S. Marshals Service at 1-877-WANTED2 (926-8332).
Anonymous tips can also be submitted to Cumberland County Crime Stoppers.
Comments from U.S. Marshals
The U.S. Marshals Service answered some questions about the hunt for Baltimore.
Q: Why did Baltimore make the top 15 list?
A: "The U.S. Marshals' 15 Most Wanted Fugitive Program prioritizes fugitive investigations to locate career criminals with histories of violence, and those that pose a significant threat to public safety. Michael Baltimore meets those criteria as his criminal history is extensive and includes aggravated assault, robbery of motor vehicles (carjacking) escape from custody, firearms violation, dangerous drugs, and unlawful restraint. Additionally, the Carlisle barbershop homicide indicates an extreme indifference to public safety and a willingness to put innocent bystanders in harm's way."
Q: What has changed to bump him up to that list now?
A: "The only change in the fugitive investigation is the amount of time it's taking. It's believed that Baltimore lives a transient lifestyle – frequently moving, not homeless – making it more difficult to apprehend him. The USMS and Carlisle has invested significant personnel hours into apprehending him and continue to do so. "
Q: Have any new tips been added since he was added to the Top 15 list?
