Teen accused of making gun threat against Saginaw’s Arthur Hill High School goes AWOL

SAGINAW, MI — A teen ward of the state accused of making a gun-related threat against Arthur Hill High School has skipped bond and is in the wind.

Cody F. Lampley, 18, was arraigned March 14 on one count of false report or threat of terrorism and was jailed on a $20,000 bond. On March 22, Saginaw County District Judge Terry L. Clark freed Lampley on a $50,000 personal recognizance bond, with the stipulation he would be housed at Holy Cross Children’s Services. Lampley was not to leave Holy Cross premises unless he was accompanied by a staffer, Clark ordered.

The same day, Clark ordered Lampley to undergo an evaluation at the Center for Forensic Psychiatry in Ypsilanti. Staff there were to assess Lampley’s competency and criminal responsibility.

Gauging competency means determining if a defendant’s current mental or emotional state is fit enough for trial, to the extent he or she understands the charges against them and their constitutional rights. Criminal responsibility assesses if a defendant should be deemed responsible or not for the alleged crime based on their mental or emotional state when the offense occurred.

Lampley again appeared before Clark on March 28 as allegations surfaced he had marijuana on him after he was released from jail. The judge again ordered he not leave Holy Cross premises and told him any further violations would result in him being lodged back in jail.

Lampley missed his appointment for his psychiatric examination, then also failed to show for a June 17 court hearing.

In a hearing held Tuesday, June 28, a Holy Cross representative informed Clark that Lampley had been AWOL — or absent without official leave — from the institution since May 12.

As a result, Clark issued a bench warrant for Lampley’s arrest.

The origins of Lampley’s criminal charge date back to March 10. That day, he was in his seventh-hour class at Arthur Hill High School, 3115 Mackinaw St., when his teacher overheard him say he was going to get some friends and bring a firearm into the school to “air [it] out,” according to Saginaw Police Detective Sgt. Matthew Gerow. Other students heard this, grew wide-eyed and began murmuring.

Lampley made his statement after having an altercation with another student, prosecutors said. The criminal charge does not specify an individual victim, they added.

The teacher who overheard the statement sent an email about the incident to the school’s principal at 2:55 p.m. Around 7 p.m., the principal alerted police, Gerow said.

Saginaw Public Schools Superintendent Ramont Roberts said Lampley was suspended and staffers attempted to reach his legal guardians, then turned the matter over to police.

Officers went to where Lampley was residing and arrested him without incident. They found no firearms in his possession, Gerow said.

Lampley hails from Wayne County and is a ward of the state.
