Items for the Barton County Commission agenda – June 29, 2022:

NEW BUSINESS - RESOLUTION 2022-16: Application for Zoning Amendment for a Described Tract of Land: -Judy Goreham, Environmental Manager, received a Zoning Amendment Application from Kyle Schartz and Kaleb Schartz, dba Midwest Speed LLC. The application calls for a portion of an existing farmstead, located at 550 East US Highway 56, Great Bend, Kansas, to be used as an automotive repair shop. The Planning Commission recommended that the Commission approve the amendment rezoning 0.25+/- acres from Agricultural District to Light Manufacturing Service Commercial District. The recommendation was approved through the adoption of a Resolution.

PUBLIC FIREWORKS DISPLAY: First Assembly of God: -Rev. Dwight Dozier provided details. In January, 2004, the Commission adopted a Resolution establishing a Policy on Fireworks for Barton County. This Resolution establishes the discharge of fireworks on July 4th of any given year between the hours of 8am and midnight. The Resolution further states that the Commission may, in its discretion, grant permission at any time for public displays of fireworks by responsible individuals or organizations when such display shall be of such a character and so located, discharged and fired as not to be a fire hazard or endanger persons or surrounding property, provided that in no case shall such display be held within 400’ of any building in the County. First Assembly of God was authorized to hold a fireworks display on Sunday, July 3, 2022, at 601 S Patton Road, Great Bend, Kansas, provided that the Great Bend Fire Department approve the display on that date.

CENTRAL KANSAS COMMUNITY CORRECTIONS AND 20th JUDICIAL DISTRICT JUVENILE SERVICES: FY22 Enhanced Funding for Payroll: -Amy Boxberger, CKCC Director, and Marissa Woodmansee, Juvenile Services Director, provided details. The Kansas Department of Corrections notified Barton County that retro-active pay had been approved using Fiscal Year 2022 Enhanced Funding. Given that the Fiscal Year for those departments ends June 30, 2022, the Commission approved retro-active backpay for each agency.

SOLID WASTE: Revision of Rates: -Jennifer Hamby, Interim Solid Waste Director, provided details. From time to time, Landfill management reviews rates to determine if the cost of disposal is adequate to cover operation and closing costs. The Commission approved an increase to the tipping fee by $2.00 per ton. This would bring the Municipal Solid Waste (MSW) fee up to $42.00 per ton and the Construction and Demolition (C&D) fee up to $36.00 per ton. The minimum fee remains at $10.00 per ton.

REVISION OF THE 2022 AUTHORIZED POSITIONS LISTING: -Matt Patzner, Director of Operations, presented details. The Schedule of Authorized Positions is adopted outside the budget document. This adds another level of transparency to County operations, creating a central, Commission authorized document for total anticipated County Personnel in 2022. At this time, the Commission added a technical position to the County’s structure. Also approved were certain revisions clarifying departmental names and current structure.

COUNTY ATTORNEY’S OFFICE: Announcement: -Levi Morris, County Attorney, announced that he will not fill a position following the resignation of one employee.

It was announced that County business offices, the Health Department, the Sheriff’s Office Records Division and the Solid Waste Landfill will be closed on Monday, July 4, 2022, in observance of the Independence Day holiday. Emergency services will be in normal operation.
