I TALKED WITH ONE OF THE KIDS WHO SELLS WATER AT THAT INTERSECTION ALMOST EVERY DAY. WE AIN’T DOING NONE OF THAT BUT A SIMILAR SCENE AT THIS INTERSECTION MONDAY ENDED WITH TWO KIDS IN HANDCUFFS. SOMEONE CALLED POLICE ON A DIFFERENT GROUP OF TE SAYING THEY WERE SELLING WATER AND RUNNING BETWEEN CARS IF Y’ALL WANT TO SELL WATER BOTTLES. THAT’S FINE. STAY OUT OF THE STREETS THOUGH WITHIN 30 SECONDS OF SAYING THAT THIS CINCINNATI POLICE OFFICER GETS OUT OF HIS CRUISER. YEAH. I MEAN DO YOU NEED ME TO DO YOU WANT ME TO WRITE YOU A TICKET FOR IMPEDING TRAFFIC, RIGHT? OH NOW YOU’RE GONNA RUN. OKAY. YEAH. BE GOOD FOR YOU, TOO. A 14 YEAR OLD IS IMMEDIATELY PUT IN HANDCUFFS. POLICE. SAY HE IGNORED A REQUEST TO GET OUT OF THE STREET. COME HERE. NOW THIS 15 YEAR OLD WALKING BACKWARDS WITH HIS HANDS UP TRIPS AND FALLS, UP. BODY CAMERA AND CELL PHONE VIDEO SHOWS THE CHILD CONTINUING TO ASK WHY HE’S BEING DETAINED. THE OFFICER REPEATEDLY SAYING TO PUT HIS ARMS BEHIND HIS BACK. SHIRT SAYS HER SON WAS SCARED. SHE SPOKE EXCLUSIVELY WITH ME BUT ASKED TO PROTECT HER IDENTITY. WHAT WERE YOU THINKING AS YOU TRIED TO FIGURE OUT WHAT WAS GOING ON? RAGE MY CHILDREN IS NOT RAISED. LIKE THAT, I DON’T RAISE THEM AND I NEVER WANTED THEM TO BE AN ASSISTANT BECAUSE ONCE YOU’RE IN THE SYSTEM, IT’S HARD TO GET A MASTER SYSTEM. Cincinnati police released information Tuesday after a video circulating on social media showed officers arrested a teenage boy Monday. The cellphone video, which WLWT has not posted due the age of those in the video, shows a Cincinnati police officer attempt to arrest and eventually take into custody two teenage boys. Two officers could be seen putting the teen's hands behind his back while other teens in the background could be heard saying "he's a minor" and the teen asking "why are you detaining me."The Cincinnati Police Department said Tuesday the video captures a "snippet of an incident that lasted more than 10 minutes."Cincinnati police released the officers' body camera footage later Tuesday evening. In the video you can hear officers responding to the teens before the arrest attempt was made."If ya'll wanna sell water bottles that's fine. Stay out of the streets though," one police officer said. The officer, who has not been identified at this time, then exits his cruiser. "Do you need me to? Do you want me to write you a ticket for impeding traffic? You're probably right. You're probably right. I probably should. Nah. Nah, you're right. You're right. Oh now you're gonna run? Ok. That's probably good for you too," the officer said.Body camera video show police quickly out a 14-year-old in handcuffs. A statement released by the department before the body camera footage was released said the teen ignored an officer's request to get out of the street and "combatively remained there."The mother of one the 14-year-old arrested spoke exclusively to WLWT but asked not be identified to protect her son's identity. "They're traumatized. It's unfair," the 14-year-old boy's mother said. She said her 13-year-old son called her to let her know his brother was being arrested."He's a kid. They ran. They did. They ran. But they're kids," she said. When asked how she felt about the situation, the boy's mother responded, "Rage. Rage 'cause I never would have – My children were not raised like that. And I never wanted them to be in the system 'cause it's hard to get them out the system."Christopher Cooper, 16, was at the same intersection Tuesday selling water with his friends. He said he was not selling water Monday when the two teens were arrested."We're out here just selling water. We ain't harassing nobody. We ain't doing none of that," Cooper said. "Good entrepreneurship skills. We're making our own money."(Watch the video above to hear from the teens and their parents.)In their released statement, CPD said police responded to the scene on Reading Road and Seymour Avenue after dispatchers told them there were a group of teens trying to sell water to drivers and were "running between cars and yelling."The area is a busy intersection and police told the teens to get out of the street. During the arrest, another officer attempted to place a 15-year-old in custody who police said was also refusing to get out of the road. Police said a third teen approached the arresting officers and said he needed his bag which was with the 14-year-old boy. One of the officers unzipped the bag and inside what he thought was a firearm. The officer started to place the third teen asking for his bag in custody when the teen told him the gun was a BB gun. After confirmation that it was a BB gun, police released the third teen who had been temporarily placed in handcuffs. Both the 14 and 15-year-old were arrested for resisting arrest and obstructing official business.They have since been released to their families. After reviewing the footage, CPD said offers complied with department procedures when arresting the teens. But an internal investigation will review the events. "We are fine with teens selling water. We admire their hustle and understand they are just trying to make some extra cash this summer. But the location in which they are trying to sell water is dangerous, especially with them going in and out of traffic," CPD said in a statement.CPD said anyone who has a safe place for the teens to sell water can reach out to the District Four Neighborhood Liaison Unit Sgt. Jeffrey Meister. Cincinnati's city manager John Curp released a statement on the incident saying they are working with police, the community and the teens involved."We are viewing what transpired as an important learning opportunity for both CPD and community, and in partnership with our Collaborative Sustainability Manager Iris Roley, we are actively connecting the youth involved with opportunities that foster their interest in entrepreneurship and learning. This includes working with organizations such as UMADAOP, Executive Services, Youth at the Center as well as community leaders such as Reverend Damon Lynch III and Rufus Johnson," Curp said in a statement.
