State police: Unity contractor charged with deceptive business practices

WESTMORELAND COUNTY, Pa. — A local contractor is accused by state police of ripping people off, claiming he was going to asphalt their driveways, but he never came back to do the work.

”I still feel like a sucker,” Samuel Miller said.

Samuel Miller is one of a handful of victims out hundreds of dollars after allegedly being ripped off by local contractor, Joshua Miller.

Investigators said he ran his business under the name: JM Asphalt Paving and Sealing.

Police charged Joshua Miller with deceptive business practices.

Samuel Miller said he met Joshua in the Lowe’s parking lot and asked about paving his driveway on Bethel Church Road.

”Their truck was even pulling those sealant tanks with tar in it ... so I thought it was legit,” Samuel Miller said.

Police said Joshua would ask for half the money up front for a deposit, but he never came back to do the work.

”Told me I could get Friday, or Monday, at the latest, so a week later, and I’m like something isn’t right here. I texted and called him and there’s no answer,” Samuel Miller explained.

”There’s no intention on his part to ever actually do the blacktopping job, and there’s been a few residents stuck that amount of money; we’re talking about thousands of dollars,” Trooper Steve Limani said.

It left Samuel Miller out about $1000 dollars.

Police said they have other cases in neighboring townships, and they are worried there could be even more victims.

”I don’t even know if he has a legit business, he might’ve just got that truck and put that name on that truck,” Samuel Miller said.

”The concerns we have are, are there other victims out here that haven’t come forward or anticipate their driveway being blacktopped, which won’t happen since he’s incarcerated,” Limani said.Joshua Miller is in jail.

He is due in court Tuesday for a case out of Hempfield Township.
