CLEVELAND, Emery County — An Emery County resident was arrested Monday after investigators say he hit two pedestrians with his truck, killing one of them, but then left the scene and did not call 911.
Brock Braxton Lee Allred, 20, of Elmo, was booked into jail for investigation of negligently operating a vehicle resulting in death, negligently operating a vehicle resulting in injury, obstruction of justice, DUI, alcohol possession by a minor and failing to remain at an accident involving serious injury.
Sunday night, an Emery County sheriff's deputy responded to a report of a man and woman hit by a truck near 440 S. Flat Road in Cleveland. Both were taken to a local hospital, but the woman died from her injuries on the way to the hospital, according to a police booking affidavit. Her name has not yet been released.
The deputy said he learned that Allred was driving the truck and questioned him. He stated that "while he was driving, he looked over at a house for a split second, and when he looked up he saw the two subjects walking in the road. Brock advised that he swerved in an attempt to miss them but ended up hitting the female subject with his right front fender," the affidavit states.
But while the deputy was still on scene, two people came up to him with additional information. One witness said Allred ran more than 800 feet from the crash scene into the witness' house and slammed the door behind him, according to the affidavit.
"Brock was in a panic and proceeded to ask him for change. His friend gave him some change because they didn't know what was going on. Brock also asked him for some cologne but doesn't know if he took it or not," the witness told police, the arrest report says.
A second person told the deputy that as we was driving home, he saw Allred walking on the road.
"He asked Brock what had happened and Brock advised that he had hit a couple. The subject asked Brock if he hit a couple of cows or horses and Brock said, 'No, people.' Brock then asked the subject if he could pass a Breathalyzer for him. The subject then told Brock, 'You got to be kidding me.' The subject then started to drive away when Brock told him to pull over and let him in and do the test for him," according to the affidavit.
After finding out this information, the deputy questioned Allred again and reported detecting an odor of alcohol on his breath. Allred was given a Breathalyzer test and his blood-alcohol level was measured at 0.059%, or slightly above the legal limit, the affidavit states. Deputies later reported locating a full can of beer in Allred's truck and a cooler with multiple beers in it, placed on the other side of a fence behind a bush.
"During the entire incident Brock failed to call 911 to report the crash or the injuries and was nowhere near the subjects to help render aid," the affidavit alleges.
In 2019, Allred was charged with making a threat of terrorism after prosecutors say he threatened on social media to shoot people at a community swimming pool. He pleaded guilty to an amended charge of making an attempted threat of terrorism and was placed on one year of probation.
