Lipscomb said a WVCPD officer was conducting a traffic stop near the scene when an individual approached and alerted him to the shooting.
The officer responded, and the boy was transported in critical condition. His current condition is unknown.
The department's public information officer would have to confirm what led to the shooting, Lipscomb said, but it appears it was accidental.
The PIO will be on duty Monday.
