The U.S. House has passed a bill 231 to 192 that would send $28 million to the Food and Drug Administration to help boost formula supply and prevent future shortages. The Senate has yet to pass the measure.
This shortage has left local families scrambling to find supplies.
"Horrible" and "terrifying" - that's how local mothers are describing seeing empty shelves.
Hannah Austin, of Big Stone Gap, says her baby girl June, is 6-weeks old.
"Three days after she was born, I ran out of formula and had to go find some, and had a total meltdown in the middle of Walmart."
The formula shortage has been linked to an Abbott Nutrition Facility in Michigan, closed by the FDA in February due to contamination and two infant deaths.
Samantha Beaird, a mother from Abingdon, says her family didn't struggle at first to find products.
"More in the last two weeks we have really struggled to find formula. It wasn't really a problem for us at first, because the formula my daughter is on wasn't put in the recall. [Then] a lot of people when the recall hit, switched over to her formula, and it's become very difficult for us to find."
Austin says she's reached out to others for help.
"Every store you go to is out of stock, the only places we can find it are my friends and family who find it out of town."
Shopping trips are taking an emotional toll on families -- meeting in the empty aisles.
"We just stood there in the aisle of Target, and we just cried together, because we didn't know when we would be able to find what we needed for our kids."
Food City says it's out of 66% of it's formula product, and more shortages in special-needs formula.
With production at the Abbott facility expected to resume in the coming weeks, store officials are asking families not to hoard.
"Customers that are in desperate need of baby formula, once they see some on the shelf, they are going to try and grab as many cans as they can," said Ross Purdy, of Food City.
The Federal Trade Commission is also warning parents to be on the lookout for scams, exploiting the shortage.
