Hurricane Michael General Infrastructure Program

PUBLIC NOTICE

The Florida Department of Economic Opportunity (DEO) is making available $42,233,440 in CDBG-MIT funding to local governments impacted by Hurricane Michael through the Rebuild Florida General Infrastructure Repair Program. This public notice is to solicit citizen comments on the proposed applications for Jackson County. The public comment period begins on May 20 and ends on June 3, 2022 at 5 p.m. CST. For information on this public notice or projects, to provide comments on proposed projects listed below, or to receive a copy of the draft CDBG-MIT applications, contact Hunter Potts, Administrative Services Director at 850-482-9633 Ext. 222 or pottsh@jacksoncountyfl.gov. The applications will also be available for review at Jackson County Board of County Commission Administrative Offices located at: 2864 Madison St, Marianna, FL 32448.

Jackson County will submit three projects for consideration under this round of funding which are detailed below:  

PROJECT 1: Jackson County Resiliency Hub and Special Needs Shelter (Estimated Grant Request: $4,990,430)

Jackson County is seeking to renovate and repurpose an existing County-owned building into a multi-functional space to function as a Resiliency Hub in normal times and will serve as a critical Special Needs Emergency Shelter in times of crisis. Using this structure as a regional special needs shelter will enable the County to continue to provide support for evacuations during hurricanes for Jackson County and other communities in Florida, without impacting schools. Hurricane Michael caused significant damage to the building and while the roof has been replaced, much work remains to fortify the building as a special needs shelter which is ADA accessible, can be used for food distribution and has emergency power sources.  

PROJECT 2: Pooser Road Paving and Drainage Project (Estimated Grant Request: $5,565,187)

Pooser Road is an east-west connector road just north and parallel to 1-10 that connects State Road 276 (Kynesville Road) on the west to State Road 73 on the east. Due to the low-lying elevation of Pooser Road compared to the surrounding area, the site forms a natural drainage basin that experiences flooding and results in roadway outages and flood inundation of nearby structures during heavy rain events. The proposed project consists of paving the entire roadway (~2.5 miles) and constructing needed drainage improvements.

PROJECT 3: Sheriff’s Office Safe Room (Estimated Grant Request: $2,202,500)

The Jackson County Sheriff’s Office (JCSO) lost the ability to use their offices and dispatch center at their location on U.S. Hwy 90 due to storm damage from Hurricane Michael. The JCSO is seeking to harden the old Hwy 90 office location, create a safe room for dispatchers and first responders and construct additional space for personnel including the communications department so that they are able to return to this location and have a safe space to operate.

Jackson County does not anticipate that anyone will be displaced because of the CDBG-MIT funded activities proposed above. If persons are displaced because of the planned activities, Jackson County will assist them as described in the County’s anti-displacement and relocation policy, which is available for review at the Jackson County Board of County Commission Administration Building.
