If you can picture it, every time there's a heavy rain, Caldwell Park turns into "Caldwell Lake" and the water rushes down the street into nearby businesses.
It's been happening more often and people here are tired of it.
"It's awful.... Because everything is all messed up for 9 months to a year," said Ramona Bozeman, an Episcopal Place resident.
Each time it rains, she watches as staff tries to prevent the destruction.
"And they put up the sandbags and everything trying to keep it out, but it comes right through the back door here," said Bozeman sitting on the patio at the facility.
Bozeman has been there for several of the floods.
"We also have been under the threat of losing our flood insurance, so that's stressful. We're afraid if it happens one more time they're going to drop us," said Tim Blanton, Executive Director at Episcopal Place.
Blanton is responsible for the 140 residents who live at Episcopal Place.
He's even gone as far as to have a study done, to see what needs to happen to prevent flooding.
"We've given that to the city a couple of times.... Basically the water has got to be diverted from Caldwell Park, out into the front of our buildings down 26th Street and the underground storm water drains are going to have to be enlarged," said Blanton.
Next door, the Virginia Samford Theater has lost props, costumes, and time repairing the damage. Even Tuesday they were working on repairs.
Birmingham City Councilor Valerie Abbott says she's doing her best to get the city to fix drainage problems, but believes excuses are being made.
"And the excuse that we don't have any money just really seems so wrong to let that even pass your lips when you know there is funding out there. It's just do you want to spend it that way," said Abbott.
Abbott wants her district to realize councilors can't instruct city employees to take action, and the mayor's administration has more power than many realize.

The mayor held a city-wide town hall meeting concerning storm water management in April. We have held follow-up meetings with individual neighborhoods. Drainage and storm water management concerns are long-term infrastructure projects. Currently, the city is assessing the issue and potential improvements not just for one property but the entire area in that neighborhood. We look forward to continued updates with the neighborhood on our work.
