Bids for community center at fairgrounds rejected; more information needed

Bidders weren’t sure of what they were bidding on, Bauder tells commissioners

It’s back to square one for the Exhibit Center addition at Logan County Fairgrounds.

The Logan County Commissioners Tuesday rejected both bids they’d received on a possible addition to the Exhibit Center, to be used as a community center. Commissioner Jane Bauder, who has been shepherding the project, said the two bids were more than $1 million apart and bid on two different types of projects.

Bauder said one of the bids was for design and engineering only and the other bid included construction.

“They didn’t have enough information from the (request for proposal) to know what they were bidding on,” Bauder said.

The commissioners will send out a new RFP and will use a more detailed process for getting information to the bidders about the project. Bauder suggested even meeting with community members to see whether a community center is something people want, or whether they would rather the funds go into upgrades of the Exhibit Center itself.

The project is being financed partially by a private $500,000 donation, for which the donor wishes to remain anonymous for the time being. Bauder said if it is determined that a community center addition isn’t feasible or affordable, then the donation will be spent on upgrades to the Exhibit Center.

Bauder again recused herself from the meeting while the board considered an amended special use permit by Bauder’s company, Sterling RV, LLC, to operate a 14-space RV park at 16327 Highway 14. The location is about a half a mile west of Bauder’s existing RV park and business headquarters, and is on the north side of the road. The permit had previously been approved but it was discovered the paperwork contained language the county no longer uses for special use permits and had to be corrected, requiring another round of approval.

In other business Tuesday the board:

  • Approved a special events liquor license for NJC Young Farmers for their annual truck and tractor pull to be held June 18. The pull is a major fundraiser for the group;
  • Accepted a bid of $132 a ton for asphalt for the county’s overlay program and forwarded the bid to Road and Bridge Superintendent Jeff Reeves for review;
  • Approved an abatement of taxes in the amount of $37.21 for property donated to the Town of Crook;
  • Approved an agreement with Turn Key Health Clinics, LLC, to provide mental health care services at the county jail;
  • Approved a request from the Logan County Lodging Tax Board for $3,500 for the Colorado flatlanders annual “Rod Run;”
  • Approved an application for a fireworks display permit for Sterling Boat Club for a fireworks display either July 2 or July 3, weather permitting.
