Residents were set to have a vote in August in the ban that was first approved by voters in 2016.
The council voted four to three to repeal the ban, led by Ward Five council member Matt Pitzer. Last month, Pitzer made a motion to give the council another chance to reconsider the special election in August and the ban itself.
Since the 2016 ban, residents have fought on both sides of the issue as Columbia's trash collection has come under fire.
Currently the city has a “pay as you throw” system requiring residents to use city issued bags.
