CHICAGO (CBS) -- A 17-year-old boy has been charged in the death of 16-year-old Seandell Holliday, who was fatally shot in Chicago's Millennium Park Saturday evening as large crowds of young people gathered there. 

Even though the accused shooter is only 17, he's being charged as an adult. Marion Richardson is charged with one count each of second-degree murder, aggravated battery, and aggravated unlawful use of a weapon, and is due to appear in bond court Monday afternoon.

He's one of at least two people who were taken into custody for questioning Saturday night in Seandell's death.

Video has been circulating online appearing to show a scuffle moments before Seandell was shot in the chest just steps away from the popular tourist attraction known as The Bean. At minimum, crowds of teens in Millennium Park that night were in the hundreds

Police said Richardson – who they believe was involved in the shooting – was found just moments afterward, about a block away on Michigan Avenue.

A day after the shooting and chaos, Seandell's family held a vigil for the slain teen in the Roseland neighborhood.

Vondale Singleton was Seandell's mentor through Champs Mentoring. He once had Seandell write down a list of goals, and said one of the boy's goals was simply living to the age of 21.

"We had a conversation in class, about why he put that, and he said it's just so many things that happen in Chicago that you can die at any point in any day," Singleton said.

Following the shooting, a new policy will no longer allow unaccompanied minors in Millennium Park after 6 p.m. from Thursday through Sunday. The new policy goes into effect this weekend.

Mayor Lori Lightfoot also has announced she is pushing back the citywide curfew for minors on Friday and Saturday nights from 11 p.m. to 10 p.m.
